I thought it was a bold proclamation, because the subsidies had only just begun and we have no results. I agree that the program RTTT forced many states to act quickly on law reform to better position themselves to get a grant charter schools more money for performance. I think we can say that the premium may be the most cost effective tool to pass on major reforms in public education in a generation.Race to The Top
